About QuISP

The blended learning training 'Quality Infrastructure for Sustainable Development' provides an introduction to Quality Infrastructure (QI) related disciplines (metrology, standardization, conformity assessment, accreditation and market surveillance) for young professionals involved in trade related policy making and/ or implementation, on behalf of either public or privates institutions. The course combines e-learning, real classroom meetings and excursions, to offer continuous professional development with great time-flexibility.

Each training course is open to up to 25 participants who will typically be employed at ministries of trade or export promotion organizations and chambers of industry and commerce.

The training course is free of charge – however, participants are expected to dedicate sufficient time and effort to this training. Sponsorship for participation in the workshops is available to participants from PTB partner countries.

How is QuISP implemented?

The blended learning training consists of two face-to-face workshops and a tutor-guided three-month e-learning phase.

The course begins with a four-day kick-off workshop. This workshop aims at building teams, introduce the major topics, identifying the course-related expectations on both sides and preparing the participants for the e-learning phase. It will include visits to QI institutions of the host country answer some first questions and raise many more to be answered in the following e-learning phase.

During this e-learning phase, five online chapters will be offered, each accessible for about one month. Each chapter includes about six hours of interactive multimedia learning material:

Chapter 1: Quality infrastructure: The system and its elements
Chapter 2: Quality infrastructure and trade
Chapter 3: A closer look at standardization
Chapter 4: Conformity assessment and trade
Chapter 5: Metrology: Science and services

Additionally, there will be online collaboration tasks, using a case study, especially designed to transfer the chapters' content into practical know-how. During the entire e-learning phase, participants will be accompanied and supported online by facilitators and experts.

The estimated time requirement during the e-learning phase is 2-3 hours per week.

After the e-learning part, the training concludes with a second face-to-face workshop to take place in Germany. This workshop will include presentations of the case study, as well as expert lectures and excursions in the German cities of Braunschweig, Wolfsburg and Berlin. After having completed the online collaboration tasks and preparing a presentation to be given during the concluding workshop, participants will obtain a certificate to confirm that they successfully completed the training. Participants will also have the opportunity to consolidate their network and the acquired knowledge through an online follow-up.

What are the expected outputs?

The blended learning training 'Quality Infrastructure for Sustainable Development' was developed to deepen trainees’ understanding of the core disciplines of the Quality Infrastructure: metrology, standardization, conformity assessment, accreditation and market surveillance.

After the course, participants are expected to 1) have an increased awareness of the economic role and importance of these disciplines and 2) have improved their skills and abilities in dealing with QI-related subjects in the context of international trade negotiations.

The course encourages the establishment of lasting professional relationships among trainees and resource persons. In the long-term, this is expected to foster the exchange of information and experience for continuous advancement of quality infrastructure in the participants' home countries.
