Strengthening Quality Infrastructure in Environmental Analytics in India – Cooperation on Environmental Measurement (CEMI)


Environmental action strategies are based on reliable and internationally integrated environmental analytics.


The project supports the establishment of a national network in Metrology in Chemistry (MiC), in particular in the fields of air and water, and facilitates the integration of these working fields into the international system. The project focuses on the following areas: 1. Support the development of a national network of Designated Institutes (DI) and partner laboratories in the field of MiC, 2. Facilitate the integration of national network partners in MiC into the international system, 3. Increase the availability of internal and external quality assurance tools for environmental parameters, 4. Provide information and raise awareness of stakeholders on concepts and tools of quality assurance in environmental analytics.

The main project partner for the project is the Council of Scientific and Industrial Research – National Physical Laboratory (CSIR-NPL), responsible for coordinating the country’s scientific and laboratory network in the area of metrology, including MiC. Further project implementation partners include, among others, Indian Institute of Toxicology Research (IITR), National Environmental Engineering Research Institute (NEERI), National Accreditation Board for Testing and Calibration Laboratories (NABL), Central Pollution Control Board (CPCB) as well as selected State Pollution Control Boards (SPCB).


Thanks to the availability of reliable and traceable analytical results, Indian regulators and surveillance authorities responsible for environmental monitoring will be enabled to fulfil their eco-political tasks more effectively. As a consequence, Indian environmental data can be adequately used for international benchmarking purposes in order to prepare measures to protect environment. Besides, India can better fulfil its future role as a regional hub for metrological competence in environmental analytics. The long-term impact consists of improved environmental conditions and an increased resource efficiency from which the industrial sector as well as the entire population will benefit.


The project is part of the Indo-German Development Cooperation focus area “Environmental policy, protection and sustainable use of natural resources”. More specifically, it supports its sub-sector “Sustainable urban and industrial development” and complements the “Indo-German Environmental Partnership Programme”, implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).
