The reduction of technical barriers to trade is facilitated by increased regional collaboration in quality infrastructure (QI), particularly in the areas of metrology and accreditation.


The envisaged measures include regional and sub-regional workshops, trainings, coordination meetings, web portals, discussion platforms and consultancy visits. The project focuses on the following areas: First, intra-regional cooperation and capacity development in the  elds of metrology and accreditation will be facilitated. Second, awareness for the importance of quality infrastructure in trade will be raised in cooperation with the business community and QI institutions. Third, capacities of other QI institutions such as Standards Bodies, Conformity Assessment Bodies, regulators or regional QI institutions will be strengthened through a demand-oriented  exible advisory facility.


Technical barriers to trade continue to be among the main obstacles for closer regional integration and intra-regional trade within SAARC. These barriers are mainly due to insuf cient capacities in quality infrastructure, which affect, in particular, small and medium-sized enterprises in Least Developed Countries (LDCs), as these do not have the  nancial possibilities to revert to services offered abroad. The project particularly addresses QI capacity development needs of smaller economies, while, in parallel, larger economies in SAARC are supported to act as regional network partners. In this way the project contributes to strengthening regional economic integration in SAARC.


The project is carried out in close cooperation with other implementing organizations of German Development Cooperation, especially with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) within the scope of the SAARC Trade Promotion Network (SAARC-TPN).
