2.1.1 Select the 3 most demanded services and evaluate impact, feasibility, required resources
Review the gap analysis results and select the 3 most demanded needs.
For each one evaluate:
- Impact of the service on NMI (economic impact, presence in the market, development of industry).
- Impact of the service on social and economic development.
- The feasibility for developing the service:
Is the NMI prepared to offer the service?
Does the NMI have the proper infrastructure?
In case not: Is it possible to create alliances with other(s) NMI(s) or any organization?
How much resources are required to offer the services (e.g. cost-benefit analysis)?
Does the NMI have the required human and material resources for the implementation of the service?
2.1.2 Identify the interest representative stakeholders for the services
Schedule a meeting with representative for each of the services During the meeting, indentify the interest of the stakeholders in the new service.
2.1.3 Select service based on the criteria impact, feasibility, resources, priorities and interest of stakeholder
Compare the results of the analysis regarding impact, feasibility and interest of stakeholders and select the service to be developed.
2.1.4 Identify the characteristics of the selected service
Determine (if applicable with expertise from outside) the design of the key elements of the new service based on the demand and supply survey.
Define the required activities and the period for the design and implementation of the service with the expert (see operational planning, tool 2.3)
