    - Key starting point for the other steps in the development of a NMI Service.
    - Preparation for needs assessment.
    Requirements Clear definition of strategic objective of the analysis.

    Limits of the tool The analysis is a subjective tool. Stakeholders and their relationship may change over time.
    Steps 1.1.1 Define objective of the analysis.
    1.1.2 Identify, cluster and prioritize users, stakeholders and potential partners.
    1.1.3 Collect information about the most important actors and their interest in participation.
    1.1.4 Analyze results.
