Key phases for the development of NMI services (process)
The key phases for the development/improvement of a service are shown in the chart below.

Needs assesment: Before planning, it is necessary to clearly identfy demand and supply as well as the characteristics of the clients or users (current and potential). WHAT?, is the question to answer.
Planning of service: Based on the needs assessment you can select and determine the characteristics of the service to be developed or consolidated. Once you have identified the characteristics of the service and users, you have to develop work programs for the development and implementation of the service. HOW?, is the question to answer.
Implementation: The next phase implies the implementation of the work programs, as well as the adjustments required for adapting the service to the real needs of NMI users keeping in mind the available resources of the NMI. Particular tools that support the implementation of specific services are described in this section.
Evaluation: Evaluate if the designed service fits the demand.Identify the impacts and benefits for the NMI and the users.
Supporting processes: Some activities are key factors for the continuity of the whole process. During the Project, supporting tools are implemented.
