Phase 2: Planning of Service Tools
Once identified the service to develop/consolidate, the planning activities are essential. Remember that an effective planning assures the success of the project. An effective planning must consume more than the 50% of the time invested in the project.
The first 5 tools are applicable for any service. The rest of them are special tools for consultancy, training or (group) calibration services. The title is specifying the corresponding service.

|2.1 Selection and Design of service||Select and design the service(s) required by the users.|
|2.2 Strategic planning||Definition of the strategic elements for the planning considering the SWOT analyisis and the characteristics identified of the design to develop/consolidate.|
|2.3 Operational planning||Develop work plans for the implementation of the strategic option (a plan for 2-3 years and 6-12 month plans).|
|2.4 Prepare budget||Recommendations on the preparation of a budget for carrying out a consultancy, training or group calibration event.|
|2.5 Cooperation among NMIs||Receive or provide support from/to other NMIs for knowledge transfer and the development of capabilities through consultancy or training.|
|2.6 Preparation of Consultancy pilot projects||Prepare the consultancy pilot project, based on the design of the service (see tool 2.1).
A consultancy pilot project is an experience for:
- Having an approaching to the typical characteristics of the industry in which the service will be offer.
- Testing the design of the methodology.
- Training the consultant team.
- Raising awareness in the industry regarding the need of having a more deep consultancy.
|2.7 Design of the annual training program||Build an annual training program based on the priorities of the users and the lessons learnt from previous courses.|
|2.8 Preparation of training workshops||Promote and prepare a workshop addressed to the industry and NMI users in general.|
|2.9 Try/train the trainers||Try/train the NMI staff on training skills required for Training services, developing a Train the trainer in the job Program.|
|2.10 Organization of Group Calibration||Provide calibration services in fields, which actually the NMI cannot cover. Group Calibration is a tool to group calibration demand from users and provide the calibration device through another competent NMI. This tool can be combined with training and development of own capabilities. Concept can last forever or lead to competence in NMI to substitute this service in future.|
