CEval evaluates CALIDENA for PTB
By: Ulrich Harmes-Liedtke
The Center for Evaluation (CEval) has been mandated to conduct the evaluation of CALIDENA, an instrument developed and implemented by the Physikalisch-Technische Bundesanstalt (PTB). It represents a participatory approach to stimulate quality in value chains (VC) and aims to systematically and sustainably support the overall improvement of national quality infrastructure (QI) in developing countries. The evaluation is designed as an “instrument evaluation” focusing specifically on the CALIDENA methodology and not on individual CALIDENA projects.
The CALIDENA evaluation conducted by CEval aims to take stock of the current state of the instrument and provide relevant information for the improvement of the methodology with regard to its future implementation and potential scaling up. The first field studies were conducted in the Caribbean and Central America by the evaluator, Sandra Bäthge. She observed a CALIDENA workshop in the nutmeg value chain of the small island state of Grenada and a follow up workshop of a CALIDENA process with the beef industry in Panama. In Panama she participated also as an observer in the two day workshop of CALIDENA facilitators and got an overview of a larger number of CALIDENA experiences in the whole Latin America and Caribbean Region.
