The Physikalisch-Technische Bundesanstalt (PTB) supports developing and emerging countries in setting up their quality infrastructure (metrology, standardization, testing, quality assurance) within the scope of the development cooperation of the Federal Republic of Germany and on behalf of other international donors.

The Working Group Processes of International Cooperation is looking for PTB’s International Cooperation Group

 

Intermittent short-term experts

 

for fixed-term assignments within the scope of implementing international cooperation projects.

Intermittent short-term experts support PTB's project coordination and its partners when planning, monitoring and implementing our projects in cooperation with international technical experts.

As a PTB short-term expert, you should have the following profile:

  • You have professional experience in developing countries
  • You have practical experience in project management
  • You have excellent knowledge of the procedures and instruments of international cooperation
  • You have experience in the field of quality infrastructure or a related subject, e.g. economic development, international trade, renewable energies, the environment, or health, and you are prepared to familiarize yourself with the topic of quality infrastructure
  • You are competent in dealing with governmental and non-governmental partner organizations in developing and emerging countries
  • You are skilled at holding lectures and giving presentations
  • You have very good knowledge of foreign languages

Besides the ability to work in a team, you should have an above-average competence in performing analyses and should be able to suitably document such analyses and their results in written form.

 

Technical experts

 

Expert consultants carry out short-term assignments in PTB projects on selected quality infrastructure topics. This may include both training and providing on-site consulting to partner organizations.

As a PTB expert consultant, you should have the following profile:

  • Many years of professional experience in one or several fields of quality infrastructure (standardization, metrology, accreditation, test laboratories, certification, market surveillance)
  • Work experience in developing countries is of advantage
  • You have very good communication skills in an intercultural context
  • You have very good knowledge of foreign languages (English, French, Russian or Spanish)

Besides the ability to work in a team, you should have an above-average competence in performing analyses and should be able to suitably document such analyses and their results in written form.

The individual contracts will be awarded within the next 2-3 years as required.

Therefore, no right exists for being awarded an assignment by PTB.

 

Experts for project evaluations

 

Evaluations are an important tool for the quality assurance of the projects of Group 9.3 International Cooperation. In addition to providing accountability to clients, they primarily serve to support internal learning processes and to improve the quality of projects. The Evaluation Unit of Working Group 9.01 follows the principle that each project must be evaluated once during the total running time by an independent expert. This takes place in accordance with the OECD DAC criteria of relevance, coherence, effectiveness, efficiency, impact on development policy, and sustainability, while keeping in mind the five factors for success of Capacity WORKS (strategy, cooperation, steering structure, processes, and learning and innovation). As a rule, the team consists of a lead expert and a technical expert.

As an expert working for PTB, you should have the following profile:

  • Excellent competence in evaluation methods as well many years of practical experience in conducting evaluations in the field of development cooperation
  • Educational background in economics, natural sciences, engineering, political science or social sciences
  • Sound knowledge of development policy, proficiency in the planning and monitoring procedures of German development cooperation and practical experience with project work
  • Expertise in one of the following sectors: trade, private sector development, value chain promotion, environmental and climate protection, renewable energies or health; knowledge in the field of quality infrastructure is desirable
  • Above-average competence in analysis, combined with the ability to properly document an analysis and its results in written form
  • The ability to work well in a team, interculturally appropriate behaviour, willingness to travel to countries of the Global South
  • Sensitivity for cross-sectional aspects (gender, poverty, environment)
  • Very good command of spoken and written English as well as another language (especially French, Spanish or Russian)

To be selected for a particular evaluation, it must be guaranteed that you are not biased, meaning that you may not have been a former consultant, expert or project coordinator of the project that is to be evaluated and there should be no personal or economic conflicts of interest.
