Quality Infrastructure is the Key to the Development of Renewable Energy in Asia

Panel discussion of the Physikalisch-Technische Bundesanstalt supplements the annual meeting of the Asian Development Bank

1.4 billion people in Asia and in the Pacific Region have a daily income of less than two US dollars. The 67 member nations of the Asian Development Bank aim to specifically promote the economic and social development of the region. Before the event in Frankfurt (on the evening of the 2nd of May) is officially opened by German Chancellor Angela Merkel, expert representatives will discuss issues of sustainable development. Also involved is the Physikalisch-Technische Bundesanstalt (PTB): together with its Indian and Indonesian project partners, it will outline the challenges involved in the development of renewable energies in these countries in transition and discuss quality criteria which should be taken into account when financing sustainable energy projects. The key competence of PTB in the field of development cooperation is the support in the establishment of a suitable Quality Infrastructure.

Components fit together, quality standards are uniform, the legal situation is regulated, electricity is fed into grids in accordance with a defined quality − the term "Quality Infrastructure" (QI) summarises all metrological, technical and organisational rules of a country which guarantee that products and services such as a sustainable energy supply meet international quality requirements. The fact that this infrastructure is only partially available in many countries slows development. And yet the plans of some Asian countries are ambitious: in 2022, India plans to have solar plants feed 100 gigawatts of electricity into the grid, and by 2025 Indonesia plans to have more than 20 percent of its electricity supply be made up of regenerative energy.

On behalf of the German Federal Ministry of Economic Cooperation and Development, PTB employees will render advice to political decision-makers in Asia, support the establishment of laboratories and accreditation bodies and assist in the formation of regional and international networks. On the occasion of the annual meeting of the Asian Development Bank, PTB will, above all, encourage donors to think about clear conditions for granting loans so that their impact will be as sustainable as possible.

More than 35 finance ministers and central bank chairmen, a great number of politicians, but also representatives of the economy and of science as well as staff members of organisations of the development cooperation are expected to participate in the 49th annual meeting of the Asian Development Bank, which will take place from May 2 to 5 and, for the first time, be hosted by the Federal Republic of Germany. After the conference in Frankfurt, the Indonesian and Indian project partners of PTB will start a tour of laboratories of PTB in Braunschweig and laboratories of other project partners in Berlin. if/ptb
