Rumour has it that, in South America electricity meters were in fact taken from the wall and laid flat so that they indicated an amount of current consumed lower than that actually taken from the electric network. In this position, the meter disk rotated more slowly.... In other words: electricity meters must not only be tested for operatability and accuracy, but also for their safety against manipulation and susceptibility to faults. Since 1903, the PTB and its predecessor, the Physikalisch- Technische Reichsanstalt (PTR), have granted type approvals for these consumption meters which, by the way, consume an amount of energy themselves - though a small one. This energy is, however, charged to the consumer only if current flows and washing-machine and other devices must be supplied with the current required by them.
