European Association of National Metrology Institutes for Thermal Energy

In February 2003, the PTB founded the "European Metrology Association for Thermal Energy Measurement (EMATEM e. V.)" together with the National Metrology Institutes (NMIs) of Austria, Sweden, Norway, Denmark and Switzerland. One reason of the foundation was the European Measuring Instrument Directive (MID) which completes the Single European Market for heat meters and thereby leads to a change in the roles of manufacturers, supply companies and NMIs. EMATEM serves the establishment of three networks: The first network is aimed at achieving better joint utilization of the relevant measurement capabilities of the member states and at making the joint know-how available to manufacturers, utilities and consumers throughout Europe. A second network creates a forum for all parties involved in the technical implementation of the MID. A third network promotes joint research and development work. As a result of an EMATEM workshop, two projects for the development of transfer standards for the flowrate of water have already been started in cooperation with leading manufacturers.

With its unique measurement capabilities, the PTBxs volume flowrate measuring facility for water flowrates up to 1000 m3/h with temperatures between 3 °C and 90 °C, which has recently been completed, also plays an important part for the other EMATEM NMIs.
