NTP uses Coordinated Universal Time (UTC). The local time in Germany is Central European Time (CET) and Central European Summer Time (CEST), respectively. CET and CEST are related to UTC by

CET = UTC + 1h and
CEST = UTC + 2h, respectively.

NTP Software:

In the PTB, NTP Software Version 3-5.90 has been installed. This software package implements the NTP Protocol Version 3 defined in RFC-1305.

External Clocks:

Independent of GPS, the time servers are synchronized to UTC(PTB) by PTB atomic clocks.
